need help paying an old electric bill from 2005 or 2006

I recently was approved for HUD in Kansas but I owe a back bill on my electric. Empire District Electric Company told me that they want the payment in full and will not let me get it turned back on in my name til its fully paid. I am currently unemployed and trying to raise an 8 yr old daughter. I would really appreciate any help that I can get.

Different options for utility bills and service disconnections in Kansas include :
Emergency Energy Fund, which will provides up to $100 towards a bill, applicants are eligible to receive funds once every two years. 620-669-0159
HeatShare is another program that provides payments and cash grants towards heating, cooling and air conditioning bills and can go toward electricity, natural gas, fuel oil, propane,gas, or wood bills throughout the state of Kansas. It can even pay for new heating equipment. 1-800-336-4547
Of course allso look into LIHEAP, crisis assistance.
