I recently was approved for HUD in Kansas but I owe a back bill on my electric. Empire District Electric Company told me that they want the payment in full and will not let me get it turned back on in my name til its fully paid. I am currently unemployed and trying to raise an 8 yr old daughter. I would really appreciate any help that I can get.
