There are many Christmas and holiday programs in San Diego. While we are not sure if they will prioritize vets, you can ask. Be sure to apply early, such as in September or even October. As the toys always go quickly. But if you have 7 kids, there may be age restrictions in place, as that is a big household to get presents for.
