Disconnection in Hawaii

Hi. Thank you, please I need help with utility bills. I have received disconnection notices for my water bill and electric. I have got behind on my bills because of car repair, gas, my younger child medical condition, new Job. It seems I can't get caught up no matter what I do. I feel I keep get behind and its what is happening. Please help. I live on the Big Island Hilo.
