Unfortunately many agencies do have limited funding and run out. Especially with a weaker economy the demand for help is very high, so not everyone can get it. As far as your daughter, people can't discriminates against pregnant people, but it is hard to prove that is what is occurring. Try driving to an employment agency for a job, even typing in an office or something, as you obviously typed up this email.
