What is the IRS says I owe taxes this year but I can't pay them right now. What do I need to do to get help from paying income taxes...

I am behind on my taxes and have not worked that much and they contacted my work and put a hold on my wages. I got it lifted and then my dad had a stroke. I will be back to work but it will take a while until I can start a payment plan. Who can I contact for the not collectible now program.
