Assistance programs in Beaver County Pennsylvania

I'm hoping you will be the answer to prayers. There are multiple situations, so please bear with me. Each one is in Beaver county PA.
1. Husband with felony (under age sexual) therefore housing authority is out. Been through many programs. Wife is pregnant with third child and needs help with everything for the baby. High risk pregnancy. Death of baby last year.
2. Working 27year old with 26 felonies. All felonies are retail theft and some drug charges. Low income job just started two months ago after surgery. Can't work with anything with computers or fire arms. Interested in returning to school for criminal justice, won't be able to find jobs. Also, low income employment with no medical coverage for six months, but multiple health issues. Needs transportation, and is loosing housing (lives with mom, but can only stay there for a year according to her lease agreement). Has to be out by Oct.
3. Senior citizen in good health and working. Meets all criteria for Housing improvement because needs hot water tank, but the tank doesn't leak from the bottom thus disqualifies her. Her floors are in disrepair and other household things need done. Been without hot water for over a year.
4. Young professional that can't afford student loans and generally doesn't qualify for anything low income because she is single. Monthly payment is as much as rent for some people. Also has some medical bills from surgery last year. Doesn't qualify for Peace Corp or other resources listed on page.

That is a lot of hardship. All counties, state, and cities have places and options to turn to for assistance programs, grants, help with bills, etc. Right off the bat I suggest contacting Community Services Program of Beaver County. Phone number is (724) 847-3889. They are a great resource to learn about Pennslyvania and federal government programs.
Another option is Catholic Charities Beaver County office (p: 724-775-0758). They may be able to provide emergency financial assistance for bills, rent, and other aid.
