Victim of stalking

To Anyone Who Can Help,
I am seeking information and services, in regards to my niece. She is currently located in PA, where she had fled to from Maryland to escape a domestic violence/stalking situation. Her stalker continued to find her through various locations. As a result of the issues surrounding her abuser/stalker, she, eventually, found herself in another DV situation with a rescue family. She went to first, one emergency shelter, and is now located in a second. Due to concerns for her safety, brought on by the high level of capability and access exhibited by her stalker, her information and location has been kept secret by the shelter she is currently residing in. At this time, the shelter is no longer able to provide a space for her, and it looked like she would end up homeless. So, this past Monday, we made the desperate decision for her to do an emergency relocation to Seattle. Her current shelter has provided her a plane ticket to Seattle for this Friday Oct. 7. In addition, she suffers from several serious medical issues, including seizures and anxiety from the stalking, which require her to live in the vicinity of a hospital and specialists. She has also been assigned a service dog to alert her (and others) to any oncoming seizures. She is unable to drive, and so, requires public transportation available. She is unable to work due to her medical conditions and is confined to an income based solely on social security and disability. We hope to be able to fast track her through the system to receive her benefits here and to find housing, healthcare, etc. She is able to take care of a minimal amount of these issues, before she gets here, through her shelter in PA, but her resources are limited from there. I, myself, am currently unemployed and receiving help from family. So, I am very restricted in the amount of help that I can provide. Unfortunately, I am unable to even discuss her situation with family members without fear of reprisal towards us both. These family issues are the at very heart of her situation, and are what had caused her to run away from Seattle, to family in MD, when she was 17, in the first place. She had made a successful go of it, until the domestic violence started, to be followed by stalking, compounded by her medical issues. Unfortunately, there is no way for her family in MD to help her without exposing her to her abuser. She is only 26 years old and deserves a chance at a life without fear, sadness, and desperation. If there is any help, services, or advice that you can offer, we could desperately use it. Thank you for your time and consideration. It is greatly, and gratefully, appreciated.

I was approved for the emergency rental assistance back in the beginning the covid crisis. My landlord would not accept my assistance from "the government" even though the disability check I receive monthly is the same as. The landlord started to stalk me too.
I have a 4 year old son and it's just he an I. We are told that the first of the year is when we will be needing to be gone. Can the rental assistance be transferred to another place.
We live in Louisiana 71234 but in Ouachita Parish. I have had to call the police numerous times due to a stalking neighbor and burglary's.
