Department of Weatherization doing an audit

Hello!I am a senior citizen with a low income working with the Department of Weatherization.  My gross social security income (before medical insurance is removed) is $17,240.40 per year.  I am single.  I have received help from CARE for my electric and gas bills.  I need help with my water bill which is from the City of Hemet, CA and is about $70 per month.  I called them and the woman who answered from Department of Weatherization said they had no discount programs because they are a governmental agency.  Surely there must be someone I can contact for help with my water bill. My sincere thanks for your help!
