Vectren bill

Happy easter holidays! I received an electric bill last week from Vectren energy of $152.35 with a due date of 4/1/20167 which I can't pay, and will surely get a service termination letter a few days later demanding immediate payment, even though I was under impression it was required that utility companies give a (10) service termination letter before demanding immediate payments for service. Also the company failed to notify me that my service contract ended in 08/28/2015 and has since been charging me at a variable rate for service since that date, which I think was very deceptive, but has since renewed, I would like to ask for assistance regarding this bill.
I'm a 55 year old veteran living on fixed income and my spouse who had open heart surgery last June and was hospitalized with major complications associated with the surgery in September. He requires regular use of nebulizer and oxygen therapy. We are in some financial difficulty related to some out of pocket medical expenses, and relating to payday loans we paid off this month so we wouldn't start the New Year off in debt. Any help or referrals for this Vectren bill would be appreciated. I sought the help from neighbor- hood- centers but was told that they are out of funds the rest of year.

I currently do not have a phone, I am 36 weeks pregnant and have a three year old. I am currently unable to work and my spouse is the only one working. Our bills, including for Vectren, are piling up and we need help our baby is due via C section and we are looking for Assistance with Vectren electric and water (we can make rent money) but those utility bills are all due to fast to cover!
