Why so hard to apply and enroll into LIHEAP?

Hello,
I am a resident of Newton, Mississippi.
I have tried to get assistance from our state LIHEAP program but I
haven't. I called for assistance on February 4, 2015 and I was told by
that I had to come to orientation and I would
receive a letter notifying me the date.
I received the letter on the
16th of February. The day I received the letter is also the day my
appointment was scheduled that morning at 9am. My mailman runs around
2pm CST.
I immediately called the office. A recording
picked up that the number has been changed and is not listed. I then
called the office in Meridian office and they transferred me and no
one answered so I left a voicemail stating what happened but I still
have not heard anything from them. I have started back working but I
don't have any money to pay past due and rent for this month or
utility bills.
My gas has been off for several months but I have been
managing. I work from home through Alpine Access and I am not
scheduled to receive my first paycheck until the 10th of this month. I
really need help paying my light and internet bill to avoid
interruption. I am also enrolled in college online but on the verge of
getting kicked out because I have had my services disconnected and
couldn't complete assignments on time. I had to get my first student
loan and if I get kicked out this is another bill I will have. If you
could just help me with this I would really appreciate the help.

Hello, I have applied to both LiHeap and the Weatherization Program with no success. I called the latter today and somehow my application seemingly has been lost not once but two times. Why is this difficult to get a grant? I also, recently applied to the WARM Program.
My electric is threw Met-Ed and I am on a payment plan but even that is taxing, and the next coming 4 months I have a lot of extra expenses going out, such as registration tags, inspection, tires, brakes, oil change and an alignment. It is too much and I don't know what to do. Money is getting tighter and I am at my wits end. Don't get me started on food, etc. For myself and my 8 year old son. Any help or Resources would be greatly appreciated.

I was referred to LIHEAP by local charities. I have been all over the website and I don't know if I'm in the right place as it seems to hard to get. I'm down to the wire and this is my last resort. My electricity was scheduled for disconnect Wednesday. Our electric company has given me until Sunday (Monday morning before they open) to pay at least the $416 past due balance.
After that payment I'm still 1 month behind and my new bill was just sent out. We have had a rough year this year. These last 6 months have exhausted everything we have, but LIHEAP still refuses us and they will not enroll us. We have two sons 3 and 5. Please help us or point us in the right direction. I have 3 days and one of them is the last business day. And it’s already 1pm.
