I haven't cut up from this winter storms

I had gotten behind on my electric service since the power outage storm back in March 2014. I entered into a payment agreement. I owe 621.00. I have a 19 year old son with autism, I also am a care giver. I have a senior citizen that needs help inside of his home.
When we lost our power for seven days, I had to borrow money from friends to buy kerosene heat and food. I am paying them all back a little at a time and trying to pay this electric bill all at the same time.

During the winter storms we lost electricity and then pipes froze and then busted. We had to stay in a hotel for a week until electricity was back on but due to pipes busting we are still without water while waiting on plumbers. What can we do to recover the the storm? Unable to wash clothes, shower, or cook at this time. We are out all hotel and food costs. FEMA assistance was denied because we are able to live in home without water. We are flat broke at this time and are looking for some assistance until payday.
