Do utility programs help single moms

I am a single mother with a small infant. She is 6 months old and I am unable to pay my smud bill , and I receive a shut off notice two days ago. I am on WIC , and general assistance which is very little income and I can't afford to pay my SMUD bill so I wanted to see if I can get assistance as soon as possible.
