i need help with utility bills

i really need help with utility bills and how can i get some help when no body cares if its hor cold what is going on with people these days

I need help paying my utility bills. I have a disconnect notice it is due today by 5 o’clock p.m. I have a 6 year old daughter who also lives in this residence. If I don't pay my Dominion bills in Virginia City of Hampton by 5 o'clock p.m. my lights will be disconnected.
I was told if I pay three hundred and sixty three dollars as a down payment on for the long-term extension I will have to pay 68 dollars a month to pay off. My total bill for disconnection is $583 and some change I looked through my social services I also went through the help the human affairs and also Salvation Army. No one can help or assist me and I don't know what else to do. If you can please as soon as you get this message email me back. Thank you.
