Universal service program

How do I contact the universal service program for help with utilies bills...I already have gotten assisteance of 450.oo from another company...but now I still owe 400.oo in nipsco....also need mortgage help husband is getting tempory disablity and the bills are going to pile up fast tried the topdot mortagge stimulus but because we filed bankruptucy they will not help...Please Help

Universal Service Program in Indiana, here is the info. Citizens Gas and Vectren customer who are in LIHEAP are enrolled in the new program. You can save up to 30% on energy bills in Indiana from this.
