How do you get the system to help in collecting child support from an unwilling dad?

I do not know, but you may want to contact a pro-bono attorney for free legal aid. They can help with domestic issues like child support, un-cooperating dad, etc. Here is info on free legal services, with a list of state contacts as well. It is definitely worth looking into to see if you qualify or not.
