Electrical wiring not up to code

We are currently in a situation where we cannot get power due to the electrical wiring not being up to code. We live in Anderson Indiana. Their local laws are too strict to allow us to do the work even though 2 of the 3 adults living in the home know how.
A local electrician has inspected the place and is quoting us 2,000 dollars to do the work. We have to live off 1,100 a month for three adults so by the time we can set aside enough money to pay for this ourselves it will be June or July 2019. Assuming absolutely no emergencies or other problems crop up during that time. So we are trying to find help. After having visited multiple local agencies we are being sent to chase the magical goose.

Please we are requesting some assistance for home repairs for a Houston Senior Citizen Affected by Harvey in August 2017 whom desperately need some home repairs and electrical work done. This Senior is 88 years old cannot hear was denied wiring and repair work by FEMA and is a Heart patient who Desperately needs some assistance. His address is Claiborne Street Houston Texas 77016. Please note that this Senior is still living in his Mold and infected home because he has nowhere else to go can someone. Please offer him some assistance!

I, Mrs. Felicia N. Jones hereby certify to the request for help with the electrical and pipe repair in my alleged mother's home Evelyn J. Henderson. The electrical wiring in the home does not meet the code. Effective immediately baring the truth concerning the weather changing and her being an elder according to the American standards.
