Housing needed outside of dangerous hood

Hello,
I looked on your website and couldn't find a good number or email that had to ONLY do with housing - it was all about utility help.
I am hoping you could get me there faster. I have a pregnant daughter and her boyfriend needing to find a place to live but they only have part time jobs so it NEEDS to be a 'low income' apartment (preferably) and pay no MORE than $600 a month for 2 bedroom and NOT live in the HOOD! Their credit is either zero (never had any or not completely excellent).
Plus I am looking for a one-bedroom or Studio apartment that STARTS around $400 a month that's NOT in the dangerous HOOD! Is that possible?? My credit is not that good, but it is with previous rent paying.
Please advise, thank you.

We do have various low income programs listed, including for housing, etc. But generally housing in some areas is more pricey, so if you wanted to move it would be more costly. But call around. Try a PHA, section 8, or other options too to tell them your situation. And find the vary low income programs for paying bills on our main site.
