500+ credit score

I have a section 8 voucher for San Diego County. I need assistance with deposit and a landlord that is willing to take my 530 credit score. I am researching credit counseling and have started looking where I can to improve some of the debt by negotiating the balance to pay it off and do the right thing.
I have a part time job now I lost my job of 10 years as a federal worker in staff reduction and then was denied severance pay. I will have unemployment and the earnings to pay it back if it’s a loan. Please help
