If you name is not on the loans I don't believe you have to pay them. Personally I would stop paying them if my name wasn't on them.

If you own a home/have a mortgage you have to have insurance. If you have storm damage call the insurance company so they can pay to have it fixed. Low income, he should apply and receive the federal Pell grant which would help him with college and living expenses. You can have him apply for that on...

Call your local housing authority to see if they offer section 8 and what the process is. Also call your local department of aging they may have more ideas for assistance.

Most are lottery based and you cannot sign up online. You need to speak with your local housing authority office or dept of family/child services.

Not sure what County/State you are in you need to contact the local housing authority for answers. Sadly vets may be a small priority but she is not the vet, some places seniors do have priority but there are no guarantees. Most section 8 is limited and 2-3 year waiting lists. You need to call your local Housing Authority or Dept of Family/Child Service. Section 8 is not provided in every County, call them and ask where you need to go to get the forms or to sign up.
