Hi, You mentioned your utility be going up $400 as due to a faulty unit. Even if you get help with the electric bill, you need to fix the root cause which is the broken AC unit. Maybe LIHEAP or weatherization will help pay for it or a local charity near you have volunteer electricians who will help....
