Phoenix Arizona families can receive emergency financial assistance and other resources from a number of Family Services Centers as well as Human Services, both of which are located in the greater Maricopa County region. The locations offer a wide number of programs and services to help low to moderate incom families become self-sufficient over the long term. In addition, short term emergency assistance can be provided for paying rent, utilities, food, and other critical needs, as funding allows.

A total of three Family Services Centers operate in various regions in Phoenix. Below are examples of some of the services they provide. Receive short term assistance for an immediate need, and counselors at the centers will also promote self-sufficiency for adults, seniors, families, and the working poor.

Emergency Financial Assistance – While funding is limited, and only a small number of people can qualify for help, the centers offer emergency rent and utility bill assistance. Other needs may able to be met as well, but it really depends on the resources that the center has at that moment in time. So requests for other types of support will be closely reviewed.

Case Management – The goal here is to ensure residents become self-sufficient over the mid to long term. Caseworkers from the centers will work one on one with clients. The counselors will help adult families and individuals address social service problems and assist them in achieving self-sufficiency through an extensive variety of services. For example, a staff member at a Phoenix Family Services Center can provide credit repair, budgeting, debt management, life-skills development, and counseling too.

Another place to call for emergency assistance is the city of Phoenix Human Services Department. This government agency offers help for bills and other services to senior residents who are 60 years of age or older, low income people facing a crisis, and others. The various programs and resources offered on site are designed to promote independent living among senior citizens and the disadvantaged. Caseworkers are located at the three Phoenix family service centers referenced above, as well as 15 other centers that focus on senior needs.

Examples of assistance provided to the needy and low income seniors from the department include financial assistance, cash grants, senior discount programs, and home delivered meals. The City of Phoenix Human Services Department may be able to offer financial assistance to low-income households experiencing an unexpected financial emergency. The crisis could include any one or more of the following, including eviction prevention for people behind on rent, help for move-in costs and security deposits for a new home or apartment, case management assistance and counseling, and utility bill assistance.

Another resource offered by the government is a Utility Repair and Replacement Program (URRD). This service can offer emergency repair and replacement of heating or cooling equipment. The program is for low-income, seniors, and other struggling households in Phoenix. The URRD program can cover the following appliances and units, including Cooking stoves, Water heaters, Washers, Dryers, Water and sewer systems, Refrigerators, Furnaces, and minor repairs of air conditioners.




The Family Services Center or Human Services Department may also have information on an emergency rental program known as the Homelessness Prevention and Rapid Re-Housing Program (HPRP). The program was funded from government stimulus funds and as managed the United States Department of Housing and Urban Development. Note that applications are accepted locally though.

The housing program can provide homelessness prevention assistance, such as funds to pay rent to families and households who would otherwise become homeless. The resource can also provide financial assistance to rapidly re-house and stabilize persons who are currently homeless. Funds are prioritized to help households that are most in need of temporary assistance and cash grants, and the resource can most likely to achieve stable housing through this rental and housing assistance program.
