Families and individuals who are having difficulty paying either their water or sewer bills may be able to qualify for assistance from the Philadelphia Water Revenue Bureau. The first resource available is known as a low-income agreement, and some of the conditions that need to be met by applicants include those listed below.

In order to qualify for a Low Income Agreement in Philadelphia, customers must be able to verify their total household income meets certain federal government guidelines. The applicant will of course need to live in the property for which the application is being made. Documentation and proof is needed as well, and includes evidence of all expenses such as rent expenses, utility bills, gas bills and mortgage payments if applicable.
