Lubbock County homeless prevention program.

Agencies in Lubbock County Texas use the federal government funded Emergency Solutions Grant program in order to stop or reverse homelessness. The funds are often available early in the year and go quickly. The money from ESG may be used to pay for everything from future rental costs to security deposits, shelter, or the costs involved in outreach services.

Several non-profit agencies in the community participate in the program. They include the following. Each will have their own application process and requirements before any homeless prevention service is offered to the applicant.

  • Salvation Army, which runs a shelter and may offer rent help. Call (806) 765-9434.
  • The Lubbock Alcoholic Recovery Center coordinates placement for the homeless, including in their Emergency Shelter.

  • Last, but not least, Women's Protective Services (call 1-806-747-6491) can provide homeless prevention to women, single moms, and people escaping domestic violence.

These Lubbock County agencies do their best to help both tenants as well as families that lost their home to a foreclosure or eviction. There are also more specialty services arranged by the non-profits, such as for veterans or the disabled in Lubbock. In all cases the goal is to provide help, as it is better for the family and less costly to the community to take a pro-active approach to ending homelessness in the area. Or even find additional sources of rent assistance for the disabled.

Uses of Emergency Solutions Grants in Lubbock

The administering agencies combine this federal grant program with other sources of funds, such as from the United Way and donations. All of the aid is then packaged into what is known as the Homeless Prevention and Rapid Re-housing Program. It helps tenants facing an eviction as well as anyone that is currently homeless, such as living on the streets, in a motel, or family member.

 

 

 

When homelessness can't be stopped, then the goal is to get the person into an Emergency Shelter. As noted above, some focus on substance abusers or others help victims of DV. In either case, the client is given essential services such as meals, clothing, and more. Maybe most importantly, the homeless person will be able to gain access for tools to search for a job in the Lubbock marketplace.

Lubbock County Eviction Prevention can help tenants with a recent, short term loos of income. The key here being the applicant needs to prove the ability to quickly re-stabilize themselves. This is one of the most widely used services in Lubbock County.

For those who qualify, they may receive one time rent assistance. Or the ESG grant program may help them pay for utility bills, such as water, cooling, and similar costs. They will need to have a disconnect notice from their provider in those cases. Any money available for rent is for emergencies only, and in some cases loans will be issued to the applicant.

Once a formerly homeless individual has stabilized themselves, they can apply for Rapid Re-Housing. The Salvation Army in Lubbock County is often a leading agency that offers this service. There are different parts to this program, as follows.

First, staff help the person find an apartment, then ESG grants can help pay for moving costs. Family Promise is often involved in this multi-step process. When funding allows, temporary short-term and median-term rental assistance is used to keep them housed, and there may also be money for utilities or security deposits. This is the financial part of rehousing.

 

 

 

 

Case management services are required as part of homeless prevention. The tenant will have access to credit repair services. This will help them better allocate their income for their rent and other bills. Other services in Lubbock that are part of rehousing may be legal aid and job placement.
