Hundreds of thousands of dollars is being provided from the federal stimulus program and the Homelessness and Rapid Re-Housing Program. The HPRP program is managed and funded by the U.S. Department of Housing and Urban Development.
The Northern Shenandoah Valley Regional Commission is the primary benefactor in the northern part of the Valley. They provide housing assistance to the city of Winchester and Shenandoah, Clarke, Frederick, Page and Warren counties. This commission is getting almost $400,000 that will be used for rent grants.
There are some conditions to the program. Qualified families must be at or below 50 percent of the area median household income and they must be facing an eviction, or they need to be currently homeless. They also can’t have other housing options and need to be without the financial resources and any other support networks available to obtain immediate housing aid or remain in their existing housing. In addition, the aid is not intended to be long term and never ending, so families or individuals receiving rent assistance need to be evaluated and recertified every three months to continue receiving additional help. If you are struggling, low income, or have no other options, then call the Winchester Congregational Community Action at (540)662-4318. This Winchester Virginia based agency may be able to offer qualified individuals with emergency assistance to local individuals and families when other welfare or government programs cannot meet their needs or help them get back on their feet. For example, the non-profit may be able to offer financial assistance and cash grants to help with essentials of paying for rent, cooling bills and utilities, heating oil and fuel, transportation, prescription medications, and other basic needs. Also operates a Food Pantry that distributes free food and Clothes Distribution center.
Salvation Army of Frederick County is another leading charity type organization to call for help. Among services, they run a Food Pantry for the low income, refer people to government food programs, Thrift Shop that provides items at a discount, and Emergency Shelter. But at the end of the day this location is a private, non-profit charitable organization that is heavily involved in offering the low income and needy with emergency assistance such as utility bill assistance, counseling, foreclosure prevention counseling, and housing aid.
