It is funded by federal government funds, and the Home Energy Assistance Program (HEAP) helps low income and other eligible people with paying their energy bills.

To learn more or to apply for help, New York City residents should call the HRA Infoline at 1-877-472-8411. It is available in all boroughs, including Manhattan, Queens, and others. Or households can dial Human Resources Administration (HRA) HEAP Hotline, which can be reached at 1-800-692-0557

Another benefit of this program from Consolidated Edison is that New York City residents age 60 or older who received a HEAP grant last year will automatically be contacted and more than likely enrolled by HRA again this year. This simplifies the application process.

However, if you are age 60 or older and if you did not receive a HEAP grant last year, then call 1-800-692-0557 to obtain an application, or you can also get information or apply through the New York City Department for the Aging. Westchester County residents should who receive service from Consolidated Edison should call the Department of Social Services for the county, and that number is 1-914-995-5619.

Assistance is offered for people with a Medical Hardship. Consolidated Edison fully understands that it can be very difficult for someone to pay their monthly energy and utility bills when they are faced with a medical hardship. This is meant to support individuals of families members that are impacted by some form of emergency or serious health care condition.





As part of the assistance, representatives from the utility company are committed to helping these customers keep their service on and prevent a shut off. For example, those customers who need to go to the hospital for several days can arrange to get 30 additional days to pay their Consolidated Edison utility bill. Other financial assistance can be provided as well for those with an emergency.

If a member of your family, or maybe the account holder, needs life-sustaining equipment then these individuals may also qualify for financial aid. Or they may be enrolled into a discount plan. Consolidated Edison will work with these customers to keep their service on and will not disconnect it. They will do this for people even if they are struggling with paying their utility bills.





Consolidated Edison Low-Income Plan – This program will keep the residential electric service customers monthly bills at pre-1996 levels. This reduced rate is offered for low income New York City customers who are on Direct Vendor within Public Assistance. It is available in Manhattan, the Bronx, Queens, Brooklyn, and Staten Island.

In addition, no fee is required for reconnection of utility service if it is turned off for non-payment for SSI customers, HEAP, or Direct Vendor. Recipients of Supplemental Security Income or Public Assistance are exempt from paying a reconnection deposit on their account. Customers, age 62 or older are exempt from paying a security deposit on reconnection, unless service was turned off for nonpayment within the past six months.

Deferred payment agreement as well as Arrears Avoidance Program is offered to New York City customers from Consolidated Edison. Low-income customers who are found to be qualified for this service may be able to get a $200 grant toward paying their utility bills provided they maintain a deferred payment agreement with Consolidated Edison. In addition, they need to stay current on all heating as well as electric bills and meet specified terms.

Save money on energy bills from EmPower New YorkSM. It is often combined with the US Department of Energy weatherization service.
