City of Lubbock Community Development Department programs.

Some services are offered directly by the City of Lubbock Community Development, however a key benefit of what they provide is referrals to non-profit partners. They work with organizations such as Family Promise on the Emergency Grant Program, and the city will also offer their own services such as HEEELP home repairs. More information on their resources is below.

Home repairs and energy efficiency updates are offered as part of HEEELP. This is limited in scope and is only for income qualified low to moderate income Lubbock families. It can offer some exterior repairs. Some of the approved repairs include roofs, heat and cooling systems, sidewalks and driveways, fences, water heaters, painting of the home, windows and doors, fill in dilapidated cellars & basements, and adding extra insulation. There may also be some other energy efficient measures recommended by the Housing Inspector, and if so, those additional updates may be made as well.

This is not a free program. Applicants will be offered a low interest loan to pay for this update to their homes. So it is a revenue generating service for the Community Development Department. However all funds will be reinvested into the program in order to help even more people, including the elderly, in the community.

The Emergency Solutions Grant is offered by key partners of the city, including Family Promise as well as the Salvation Army. Both of these non-profits are focused on homeless prevention in Lubbock, rehousing, and helping families stabilize their lives. The goal is to assist them with transitioning back into permanent housing through a wide variety of services.

Money that is offered from the federal government and the Emergency Solutions Grant program can pay for the operation of local shelters. The sites will allow people to conduct a job search, take care of daily activities, and even do things such as laundry. Free meals, clothing, and other basic needs may be offered by Family Promise and local churches.

The grant can provide other aid as well to low income families in Lubbock Texas. Clients can access homeless prevention and rapid re-housing, outreach services, and more. The grants can also help pay for a portion of rent and offer utility bill assistance. There may also be relocation and stabilization services, which can include funds to pay a security deposit or first months rent.

Other emergency repairs from City of Lubbock Community Development Department help qualified low-income homeowners in specific areas. The city may help pay for, or issue loans for, some or all of the following.

Repairs available may be electrical systems, waterlines, gas or sewer lines/private water disposal, water heaters, heaters (seasonal), furnaces, and other health and safety issues. A referral is needed from the Housing Inspectors or other City Departments. Thus may be for single family homes, condos, mobile units, and other sites. Protecting the health or safety is a focus of Community Development Department.

In addition to these repairs, every other resource is used and effort is made to utilize the assistance of other City departments. While funding will vary, in many cases a grant for up to $2500 can be issued to pay for these home repairs.

Women's Protective Services is another service offered in Lubbock. It offers support services for abused women, men, and children. Much of this aid also goes to single parents or mothers. The Emergency Solutions Grant funds are used for this, and it offers case management and referrals to assistance programs in the city such as free health care, transportation, job readiness, job placement, mentoring, education, and other more. Low income families with a disabled member can look into Barrier Free. This will help families obtain, and pay for, handicap accessible items within single-family structures. This may be widening of doors, building/installing wheelchair ramps, grab bars, handicap toilets, accessible showers, or sinks/faucets.
