Most of the utility companies in Washington offer either Project Share or Project HELP. Call your company and ask them. Bascially these are programs funded by private donations that provide money for people facing an emergency. Also, ask them about LHEAP crisis assistance.

We ran out of water in November 2013. I’m disabled and on a limited income. My wife works at a Wal Mart for minimum wage and we just had a baby. So when we had the opportunity to buy a home cheaper than rent we just had to go for it. We moved in in July of 2013.
Everything was looking good for us. we had our own place. We just loved telling people about our home. it felt good telling people that we live in a new home. It felt good. We found out in December 2013 that the well was a community well that was hand dug in 1820. We thought that was so cool. Until the water ran out. I did not know what to do.
We started going to Wal-Mart to get 5 gallon jugs of water to do dishes. Wal-Mart is about 30 minutes away so we was making a trip to Wal-Mart every other day just to get water to do dishes. I would use the dish water to flush the toilet. After seeing just how much water we use I started thinking how to get as much water as I can. So I invested what little money I have into four 5 gallon jugs. That gets me 20 gallons. I am thinking it would not be as many trips.
In December 2013 we still had no water in the well. We started to smell because the last time we had a shower was before July. My wife and I have been taking a sponge baths but we cant really get our hear clean with a sponge. I started calling government officials to see if I can get any help. I called the health department. They agree that its unhealthy not to have water but there is nothing that they can do. I called the rural development department of Utah and asked them is there any way they can help me get water out here to my home, especially for the baby. They said if I don’t have a deed to the land they cant help me. I wont get the deed till October 2019.
So they gave me a number to a place that they said would help me. They gave me the number to the waldron water department. I called them. They told me if I came to town with my water bill they will help me with it. I tell them that I don’t have a water bill that I’m on a well and they say sorry that they cant help me. I called the governors office. I spent about an hour on the phone with someone that didn’t understand that its not a bill that I’m having trouble paying but the well that supplies my house has no water in it. The person gave me the number to waldron water department. I have already called them once so I called them again. I told them that the governors office gave me there number and they said the same as before. So I started thinking. ]
After going months without water in our well and going to Wal-Mart just to get water to do dishes and flush the toilet. My wife and I lugging 5 gallon jugs of water home from Wal-Mart my wife dropped a jug on her foot last Monday. She broke her foot and now she is out of work for some time till her foot heals. So now what money we did have coming in is even less than it was. I don’t know what to do. I call churches and they tell me if I bring them the bill they would help me pay my bill. I don’t understand how people are missing the fact that its not a bill it’s a will that is dry. So than I’m dong research online. I start calling charity water and water for people because they “help people around the world get water” well that’s good for the people not living in America. But for me and my family living in America there seems to be no help for us. So now my wife cant drive because of her broken foot and I cant drive so I’m walking 2 miles to the river just to carry back 2 gallon of water to do dishes and toilet. The water is not clean and we are getting sick now. Since I started carrying water from the river Monday September 30th my wife and I have had diarrhea every day. It makes me so sad to watch my wife with a broken foot walking with crutches try to make it to the toilet before she messes her pants. But I still have not choice to walk to the river to get water to do dishes. we need help not with paying a bill but to get water to live.

I live in Fayetteville, NC and my water company is PWC. I'm a single parent to two, the number of members if the household is three and my household income is $0. That third member of my home is a new baby too. I've fell upon hard times as was laid off from my job due to lack of available hours for me to work and have been actively and diligently looking for work since. It's been almost a year now and I've applied to almost every job imaginable with a current resume on most of the job websites and still have not obtained employment.
I really need help paying my water bill as my water service was disconnected today November 30, 2016 and I have no way of obtaining the $230 required to reconnect service, as I have exhausted all resources available keeping the electric bill paid paying just bare minimum to keep the services active. I have looked online myself trying to find an agency in my area that helps families with new babies with water bills and I've come up short so please if there is any information that this site can provide as to what companies would help me I would be very grateful I really need assistance today if at all possible. I look forward to hearing from you. I can be reached here. Thank you in advance.

Here are the many assistance programs in Cumberland County that may be able to help you. But the job market is strong, so it should not take you a year to find a job.
Water bill programs, inculuding for PWC, are not as common. You may need to ask for a payment plan with them or some other form of short term relief. But the Fayetteville agencies may be able to help you with an electric bill too.
