Unpaid externship preventing payment of electric bills

My daughter needs help with her electric bill. She is currently unemployed and completing school at W.T.I. for pharmacy tech. She starts her externship on Monday, October 3, 2018, and could use fuel assistance as well. Her externship does not pay as it is credit to her certification. She must participate in externship in order to get credit.
She has two daughters, ages 12 and 15 and lives in section 8 housing. She receives food stamps from Kansas D.C.F. Her electric bill is approximately $254 and due to be cut off on May 10, 2018.
