Electricity bill help for Mexican immigrants

My electricity is coming so high every month. We really cannot afford it all and we been in disconnection several times. My husband is working in construction as a labor.
We are Mexicans and he gets paid every week $250.00. His a labor in construction.
W have 4 kids from 12, 8, 5, 1. We really need help. I try getting help from places but like me and my husband don't have a social number. We don't get help at all. I don't know why if my kids are born here. I really need help. Please my bill is extremely high this past months. Its been almost 300 and we own 632.00. Please I beg you for help I don't know where to go for the reason I'm an immigrant.
